The Facilities Management Department provides a range of services including the alteration and maintenance of existing facilities, project management, utilities services, the maintenance of residences, and management of the Canada Games Complex. The objective of the Department is to effectively and efficiently deliver a multitude of diverse functions and services in support of the university’s overall mission.
PURPOSE:
The Manager, Arena Operations assumes responsibility for the overall the operation of the CBU Arena including managing the Rink Attendant personnel involved in the operation, maintenance and alteration of the arena and other recreation facilities, ensuring that all jobs are completed safely, efficiently and on time within regulatory guidelines. The Arena Manager will play a key role in facilitating both on and off-ice events (such as conferences, concerts, and conventions) taking place in the arena. The Arena Manager will foster a culture of excellence in customer service and build strong relationships with community partners to support the Arena’s operations. You allocate time and effort to understanding and meeting the needs of customers and consistently display good interpersonal and social skills. The Manager will deal with all manner of client issues, complaints and concerns pertaining to the building environment, with an ability to identify the specific issue or concern and determine how it can be resolved. The Manager will also ensure the operations of the Arena are safe, efficient, and optimal for a public facility. In addition, the Arena Manager will be required to contribute to a safe CBU campus through work with the CBU Joint Occupational Health and Safety Committee (JOHSC), the Director of Security and Risk Management, and other internal and external stakeholders.
SPECIFIC RESPONSIBILITIES:
Operations
- The Manager, Arena Operations is responsible for planning, organizing, assigning, reviewing, supervising, and directing the day-to-day operation, maintenance, and repair of CBU recreation facilities and equipment within a specified budget. The Manager is also responsible for supervising and coordinating the site activities of external contractors who may be involved in maintenance, operations, or event operations.
- Prepare detailed, prioritized daily work plans for staff including work schedules, materials lists and equipment lists for Rink Attendant work.
- At times, perform ice resurfacing operations.
- Manage rink attendants and other staff including term and casual employees, and summer students, including hiring, discipline, firing, planning, scheduling, training and performance management.
- Manage employees and contractors that may be involved in the setting up of off-ice events.
- Evaluate and verify employee performance through the review of completed work assignments and work techniques, ensuring efficient and quality productivity.
- Ensure adherence to the safe work procedures and all regulatory requirements including the implementation of regular “toolbox” safety discussions.
- Utilize the work order management software to plan, assign, direct and schedule reactive maintenance, repair, preventative and predictive maintenance.
- Develop and manage the Preventative Maintenance (PM) program, including the creation, modification, and scheduling of PM routines for arena equipment.
- Provide input to the Director of Facilities Management on technical content for tendered service agreements for various preventative and corrective services performed by external contractors.
- Provide input to the Director of Facilities Management on the design and operability of new construction and large capital renovation projects (act as site contact for the external contractors involved in the large capital renovation projects).
- Recommend to the Director of Facilities Management progress payments for the external contractors
- Coordinate scope of work to be performed by external maintenance contractors and/or vendors; pursue quotes, liaise with vendors/contractors, monitor progress, and authorize invoices upon satisfactory completion of work, within budgetary authority.
- Investigate, analyze, and resolve complex building maintenance issues such as indoor air quality, heating and ventilation problems, and electrical supply issues.
- Identify, prioritize, and catalogue building system deficiencies and recommend operational improvements that will provide extended equipment life, improved operations, and energy savings.
- Provide the Director of Facilities Management with operational budgetary advice for future budgets.
- Manage the operational budget.
- Ensure stakeholders are kept apprised of progress on maintenance/repairs.
- Prepare internal requisitions for equipment and material purchases.
- May participate in collective bargaining.
- Participate in the University Joint Occupational Health and Safety Committee (JOHSC) attending all meetings and responding to safety concerns.
- Work with Safety Officer to address safety issues, including liaison with Deans, Directors, and Managers.
- Prioritize and recommend to the Director of Facilities Management necessary safety maintenance work projects.
- Ensure that all work is performed in accordance with applicable building codes and government regulations, university policies and standards.
- Liaise with the university Fire Marshall in the coordination of fire drills or emergency evacuations.
- Maintain files, records, reports and statistics as required to support health and safety activities.
- Write Standard Operating Procedures and Safety Plans, Policies, and Procedures for operational tasks.
- Ensure that all staff have appropriate safety training and equipment to complete their assigned tasks.
- Identify and/or organize training for maintenance staff to remain in compliance with all provincial legislation.
- Ensure the arena grounds are in good condition.
- Work with the Conference Services Coordinator to coordinate set-up and tear-down for events.
- Accountable for ensuring a Refrigeration Plant Logbook is kept up-to-date in accordance with all applicable safety standards and regulations.
- Other duties as assigned by the Director of Facilities Management.
- Work with internal and external stakeholders regarding scheduling and booking of ice times, event space, and other rentals.
- Meet with Arena users and stakeholders on a regular basis to ensure the facility and its operations continue to meet the needs of users and the community.
- Respond to emergency phone calls during off hours.

Required Qualifications |
- Minimum of five (5) years in arena management, with an understanding and knowledge of ice arena operations, ice resurfacing, ice plant, and facility operations.
- A valid Refrigeration Class 2 ticket is required. Certification in RFANS Arena Operator would be an asset.
- Five (5) years of supervisory or management experience.
- Knowledge of building operations including but not limited to Refrigeration, Mechanical, Electrical, Instrumentation, and/or Plumbing is considered an asset.
- Post-secondary certification in related fields such as sport & recreation management or business would be considered an asset
- Demonstrated ability to manage personnel in a unionized environment would be an asset.
- Ability to work a flexible schedule, including responding to emergency calls during evenings and weekends.
- Strong interpersonal skills and an ability to work cooperatively and effectively with faculty, staff, and other stakeholders.
- Proven ability to review and interpret technical drawings and specifications.
- Thorough knowledge of construction and contracting methods, Workers Compensation, and contractor insurance requirements.
- Thorough knowledge of area plant operations and safety protocols.
- Knowledge of regulatory procedures, and provincial Codes/Standards.
- Knowledge of occupational hazards and safety precautions of building trades, the N.S. OHS Act, WHMIS and the Construction Safety Association of Nova Scotia.
- Proven knowledge of safe work procedures.
